According to the news published in Amar Ujala on 11 September 1951, in the special session of the Congress held in the Constitution Hall of Delhi, a resolution was passed with an overwhelming majority requesting Jawaharlal Nehru to take over the responsibility of the post of President. In the proposal Nehru was told that the party was in a critical phase. At this time, the party is in great need of his guidance, hence he should take over the post of Congress President. The General Committee passed the resolution with an overwhelming majority and accepted the resignation of Purushottam Das Tandon from the post of President.

Nehru, in his 45-minute speech in the General Committee, said that the party was becoming distant from the common people. In such a situation one cannot sit idly by. I have been thinking of resigning from the post of Prime Minister for the last two years. I want to serve the organization by resigning from the post of Prime Minister. He said that if the international situation had not worsened, he would have resigned already.
